A Call for Clarity: Unraveling the Challenges of Local Governance

In a bold move, Fransina Kahungu, Windhoek's veteran councillor, has ignited a conversation about the need for reform in local governance. With her extensive experience, Kahungu highlights a critical issue that often goes unnoticed: the lack of a clear mandate for individual councillors.

But here's where it gets controversial... Kahungu argues that the current system breeds confusion and inactivity. She believes that while councillors are expected to deliver municipal services, the law fails to outline their specific responsibilities, leaving room for interpretation and, unfortunately, inaction.

In an exclusive interview, Kahungu shared her insights, stating, "The Act is clear about the overall goal, but it falls short when it comes to defining the role of each councillor. This ambiguity leads to a situation where some councillors excel, while others fall short, yet they are all judged the same by the public."

And this is the part most people miss... Kahungu proposes a solution: a policy reform that assigns clear responsibilities to individual councillors. She suggests the creation of a body or a system that oversees their activities, ensuring accountability and efficient service delivery.

Furthermore, Kahungu emphasizes the importance of political parties taking ownership of their councillors' performance. She questions, "Is it right for a party to simply observe its representative without understanding their actions?"

One of the key challenges Kahungu identifies is the formalization of informal settlements. With over 16 such settlements in Windhoek, many of which emerged after the 2014 land-grabbing incidents, she believes that formalization is crucial for improved service delivery and urban planning.

"When we formalize an area, it's a win-win. Residents gain land ownership, and the city can provide services more efficiently. It's a step towards solving housing shortages and enhancing urban planning," she explains.

However, Kahungu acknowledges the frustration of residents due to slow progress and concerns about corruption. She sees the new housing and land policy, approved in 2024, as a positive step, addressing the challenges faced by low-income earners in building their homes.

Reflecting on the outgoing council, Kahungu points to political infighting as a major hurdle. "Working with councillors from different parties was challenging. Good ideas were often blocked due to political biases."

Despite these challenges, Kahungu remains motivated to continue serving. She cites resident support and the central government's renewed commitment to local authorities, including a significant N$750 million assistance package to Windhoek, as key factors.

"With my experience, I can bridge the gap between officials and politicians, ensuring a more efficient system," she asserts, defending her decision to seek a fourth term.

Kahungu's message is clear: collaboration between politicians and technocrats is essential, and their disagreements should not come at the expense of residents' well-being.
